Alliances (or whatever they're called)

Is there any way of forming an alliance in game. If there is could someone tell me how to do it if not then I might put it in the suggestions forum.

Yes they are the same thing. There is a thread somewhere around here, where they were asking for suggestions on what people would like to see in the fleets.
