How do you tell when to attack or not?

It says:
Observation: Shows on your radar if you should attack another pirate or not

I don't understand. Can someone help me. Where does it tell you this? :?:

Observation will tell you whether or not you'll have a better chance of succeeding or not. So if you see green pirates you should attack, blue means maybe or maybe not, and red means you have a lesser chance of succeeding.

Til you fail on a green so how does observation work again....LOL

hey fox, until you learn to keep your word just shut up... yes the attacking has been changed, but you still have a chance to fail on a green but succeed on a red... although, in general, you will succeed on a green... statistically.. much more than not
